Mum-Are they just seasonal?

When I think of mums I think of the fall. But recently I've seen some people in my neighborhood with orange and yellow mums planted. I thought they were a fall thing. Does anyone else have neighbors who currently have mums planted?

I've always thought of them as flowers that are planted in the fall.

I've not seen anyone around here with them planted now. But who knows, they are such a hardy plant.
