Rocky Soil

I just moved into a new house and our soil is horrible. I tried to plant a couple shrubs out back and it was virtually impossible to dig a hole in this ground.

It's all rocks! I can't afford to replace the entire lawn with brand new top soil. Is there anything that grows well in poor soil? I don't have the best "greenthumb" either, so something that is pretty hardy would be ideal.
